This appears to be some sort of emulator, in circuit emulator or ???? IC circuit tester.
The front display also came up with FAIL in the display. as if not being connected told it a failure occurred
The plug on the end of the ribbon cable is 40 pin DIP.
This is the only connection except the built in AC power cable.
